Fred Charles, Jr., was convicted in 2002 in the Western District of Virginia of conspiracy to distribute 500 grams of cocaine under 21 U.S.C. §§ 846 and 841(a)(1) & (b)(1)(B)(ii)(II), and use of a firearm during drug trafficking under 18 U.S.C. § 924(c)(1)(A)(i), receiving a sentence of 248 months imprisonment and 60 months supervised release. On August 30, 2016, President Barack Obama granted Charles a commutation of his sentence.
