On February 19, 1999, President Bill Clinton granted a pardon to Henry Ossian Flipper for a conviction of conduct unbecoming an officer by U.S. Army general court-martial. Flipper, a nineteenth-century officer, had been court-martialed and dismissed from the Army; the pardon restored his honor posthumously, more than eighty years after his death in 1940.
